Local tribal associations and public organizations are expressing concern over this. Illegal ventures are emerging even without considering the laws brought by the central government in 1996. *According to the Pisa Act*, the approval of the concerned Gram Sabha is mandatory for any land transaction or development work to be carried out in the Scheduled Area. However, an illegal venture is being set up opposite Good News School in the revenue gram panchayat of Thoothakka Lingannapet and plots are being sold without a resolution of the gram sabha. Even the LTR 1/70 Act is being ignored. According to the Andhra Pradesh Scheduled Areas Land Transfer Regulation – LTR 1/70 Act, it is completely prohibited for non-tribals to buy and sell agency lands. But it is noteworthy that real estate traders are converting tribal lands into ventures in benami names and with fake documents and putting them up for sale. Illegal ventures are mushrooming. Tribals are losing land and lands are being acquired at low prices by making false promises. The government spends funds on roads and drainage in unauthorized layouts. Tribal leaders said that the agricultural lands and ventures are being laid out, “Agency area means self-governance of the tribals. Illegal ventures here mean violation of the constitution. The ITDA Collector and the police departments should immediately conduct joint raids and cancel the illegal layouts. Criminal cases should be registered against those responsible.” Tribal leader Naresh Jadhav warned that if these irregularities are not immediately investigated and the culprits are not punished, they will stage a large-scale agitation.
