Amalapuram, October 9 (Eastern Morning Reporter): District Collector R. Mahesh Kumar has ordered officials to conduct inspection teams for three days to inspect fireworks manufacturing units and wholesale sales outlets in Dr. B.R. Ambedkar Konaseema district on licenses, permits, safety and security standards and submit a report. On Thursday morning, District Collector R. Mahesh Kumar formed teams from the local collectorate with RDOs, DSPs, Tahsildars, Fire Department, Disaster Response Officers and Labor Department personnel to visit fireworks manufacturing units and wholesale shops and inspect whether workers who have obtained safety and security permits are working in all three areas. He ordered that the manufacturing units and wholesale businesses be suspended for three days from today for inspections to prevent a recurrence of the undesirable incidents that took place in the district on Wednesday. He said that there are up to 18 firecracker manufacturing units and 19 wholesale dealers across the district. The inspection teams appointed under their leadership will visit 18 manufacturing units and 19 wholesale centers and thoroughly inspect 37 units to see whether they are complying with safety norms, as well as whether they have obtained licenses and permits, and whether they are not. They should record each point and fill in the details in a separate proforma for manufacturing units and wholesale units and submit it to the Collectorate by Saturday evening. He ordered that the manufacturing units should be operated away from residential areas and that they should be thoroughly monitored and that minor violations should be immediately seized. The District Pollution Control Board officials should monitor the use of harmful, loud and polluting materials in the manufacture of fireworks and take strict action immediately if the rules are violated. Similarly, they should examine whether chemicals are being used in the prescribed ratio in the manufacture of fireworks. They should closely examine the measures taken for standard conditions and safety measures in each unit and submit a report. They should check whether there are exit routes as per the fire regulations at each unit and make the workers aware of safety standards like mock drills. They instructed the workers trained in each unit to register the details of other workers and how many workers are working in a year in this labor portal for insurance purposes. They should examine the certificates of skilled workers. There should be a designated person in each unit who has received training and should be reviewed and enforced. On the occasion of Diwali festival on the 20th of this month, it is said that the number of traders who will run shops should be known a week in advance, and places should be selected for running shops and temporary licenses should be issued for sales. Security personnel should be deployed at the sales groups, keeping in mind the past experiences of the police personnel and a surveillance system should be set up for security protection. At the firecracker manufacturing units, as soon as 10-15 kg of material is prepared, it should be made aware that measures should be taken to move it to another place and secure it. Steps should be taken to ensure that 100% safety standards are followed. He instructed the officials that the distance between firecracker shops should be 3 meters and no shops should be opened in front of them. Those who want to open shops like L-Shape should not ignore any violations for the sake of public safety. Every firecracker manufacturing center should have a permit & license. Those below the age of 18 should not open firecrackers.
